CauseMicrosoft Outlook isn't running in Cached Exchange Mode. OST files aren't scanned if the Cached Exchange Mode isn't enabled.
SolutionEnable Cached Exchange Mode in Outlook, and then run the Email Discovery Scan to verify that it works as expected.
