You see the error above when an attempt is made to copy or move a The FRP driver blocks any attempt to create an instance of .cekey file in a folder when it or its parent is already controlled by a FRP policy. Allowing such operation to proceed results in deviation from or a conflict with existing policy, or when policy changes in the future.
