AuditManager service doesn't start and gets terminated with WinVerifyTrust unknown error

Environment

Policy Auditor (PA) 6.x

Problem

The AuditManager service status shows as stopped even after it's started manually. The AuditManager.log file records the following error:

Solution

To resolve this issue, perform the following steps:

Update the root certificate. For details, see KB91697 - How to update your root certificate authorities for product installation or upgrade success.
Open regedit and locate "HKEY_USER\[UNIQUE USER SID VALUE]\Software\Microsoft\Windows\CurrentVersion\WinTrust\Trust Providers\Software Publishing\State".
Update the hexadecimal value to 0x23C00.
Start the AuditManager Service.
