Upgrading to Manager 10.1.7.44 or later fails. You see the Network Security Manager Database service missing from
services.msc.

If you try to run the version 10.1.7.44 or later setup file again, the installation fails and logs the same errors.
When you open a command-line session, navigate to the Database Installation folder (
\MariaDB\bin) folder, and enter
mariadb --console, you see the error below:
The program can't start because api-ms-win-crt-runtime-l1-1-0.dll is missing.
