'Manual Classification' option is missing in the Outlook Mail Client

When you reply or forward an email, the Manual Classification option isn't available:

You see this issue in an Outlook mail client for the email actions reply and forward.

This issue occurs when the Reading Pane option has been turned on.

In Outlook, turn off the Reading Pane:

Click View, Layout, Reading Pane.
Click Off. This action closes the Reading Pane only for the folder you’re in.
Click View again to apply the selection to other mail folders.
Click Apply Current View to Other Mail Folders.
Select the folders in the Apply View dialog window.

In Outlook, click Pop Out and open a new window.
