Welcome activation emails aren't sent to new users when the tenant has an
IDentity Provider (IDP) or
Single Sign-On (SSO) configuration applied.

When a new user is invited to a tenant, the default IDP or SSO status for the user is set to
non-exempt.
Users who are
non-exempt are expected to log on via an IDP or SSO interface. This method of sign-on doesn't require an ePO - SaaS password. So, it isn't required to send the welcome activation email to the user. The user can instead log on to the ePO - SaaS console via an IDP or SSO imitated sign-on.
