Unable to log on to the ePolicy Orchestrator Console (No buffer space available)

Environment

ePolicy Orchestrator (ePO) 5.x

Problem

You're unable to access the ePO console after the Application (Tomcat) service is started.

The following errors are recorded in the stderr.log file:

Apache Commons Daemon procrun stderr initialized.
Error: Exception thrown by the agent : java.rmi.server.ExportException: Listen failed on port: 0; nested exception is:
java.net.SocketException: No buffer space available (maximum connections reached?): JVM_Bind
sun.management.AgentConfigurationError: java.rmi.server.ExportException: Listen failed on port: 0

Cause

An operation on a socket can't be performed because of either of the following:

The system lacks sufficient buffer space
Because the queue is full

NOTES:

According to Microsoft, Ephemeral ports are short-lived ports. The default maximum number of Ephemeral TCP ports is 5,000.
The Ephemeral parameter controls the maximum port number that's used when a program requests any available user port from the system. Typically, Ephemeral (short-lived) ports are allocated between the values of 1,024 and 5,000 inclusive.

Solution

Increase the maximum number of ephemeral ports:

Do not run a REG file that is not confirmed to be a genuine registry import file.

Press Windows+R, type regedit, and press Enter.
Navigate to the following location:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Tcpip\Parameters
On the Edit menu, click New, and then add the following registry entries:
- Value Name: MaxUserPort
- Value Type: DWORD
- Value data: 65534
- Valid Range: 5000-65534 (decimal)
Exit the registry editor.
Restart the computer.

NOTE: Another TCPTimedWaitDelay registry parameter determines how long a closed port waits until the closed port can be reused.
