On Screen Keyboard doesn't work after enabling Microsoft TPM in the BIOS (Microsoft Surface Pro 3 systems)

Environment

Drive Encryption (DE) 7.1.x

Microsoft Trusted Platform Module (TPM)

Problem

After successfully installing DE 7.1.x, encrypting the hard disk, restarting, and activating on a Microsoft Surface Pro 3 system, the On Screen Keyboard (OSK) fails to function.

The system becomes unresponsive at the preboot authentication (PBA) screen after entering the password.

One or more of the following may be observed after undertaking several system restarts:

Although the touchscreen mouse works for movement, it doesn't allow you to select anything.
Restarting the system several times allows the in-built OSK to function.
OSK works in the following scenarios:
- A USB mouse is connected, allowing complex passwords to be used.
- A USB keyboard is connected, allowing complex passwords to be used.

The above is observed after enabling Microsoft TPM in the BIOS.

Cause

The TPM issue has been identified as a vendor issue.

Solution

This issue has been investigated and Microsoft has found the root cause. To address this issue, Microsoft released a system firmware update on November 18, 2014.

Surface Pro UEFI update (v3.11.350.0) enhances the system stability, optimizes the boot time with fast boot enabled, resolves date and time accuracy when the battery level falls below 3%, and addresses compatibility with Defense Encryption 7.1.1.

NOTE: Defense Encryption 7.1.1 is meant to be DE 7.1.1.
