Drive Encryption policies not applied (two instances of SQL exist)

User policy enforcement fails to complete.

MfeEpe.log on the client records the following errors:

ERROR	EpoPlugin	userHandler: Failed to process user requests
INFO	EpoState	== End of policy enforcement ==
INFO	StatusService	Policy enforcement is complete.
INFO	EpoPlugin	userHandler: handling UserUpdatesAndAcknowledgement response
ERROR	EpoPlugin	userHandler: failed to process user updates/acknowledgement: [0xEE000006] No policy store
INFO	EpoState	== End of policy enforcement ==

The EpeEventHandler log on the ePolicy Orchestrator (ePO) server records the following errors:

ERROR	XML document could not be created because server memory is low
..
..
ERROR	UserUpdate Failed to process user requests
ERROR	ProcessEvent An Error occurred whilst processing the event, return code [2147500037]!

The SQL server has run out of memory because of an SQL configuration issue, where two instances of SQL exist for the same ePO server.

On the SQL server, remove one of the duplicate ePO SQL instances.

NOTE: You may need to restart the server.
